How Might This Work?
Conceptual architecture — to be determined through technical discovery.

The technical architecture is still a discovery question. Explore possible approaches — no winner declared.
Does This Need to Be Built?
Create state-first historical infrastructure directly from recurring source files.
Determine whether an existing political-data provider already preserves the historical snapshots and change information required.
Acquire historical snapshots or data services from an existing provider while building custom change detection, research, alerting, and intervention infrastructure.
This is an open technical discovery question.
Is This the Same Person? —
One of the technical challenges is identity resolution: determining whether changing records across different files belong to the same person. Matching attributes may include State Voter ID, Name, Date of Birth, Address, County, and other identifiers. The real architecture must establish reliable matching rules rather than assuming records belong to the same person.

What should happen?
Recommended: Preserve the discrepancy and investigate it. Disagreement between data sources may itself be useful information.
Where Did This Information Come From? —
Architecture is conceptual and not final. No architecture is declared the winner.
